
Application and approval platform for establishing the hydrogen core network launched
The Federal Ministry for Digitalisation and Modernisation (BMDS) has presented a digital application and approval platform for the hydrogen core network. According to the BMDS, pilot hydrogen core network operators can now use it to submit their approval applications, so that participating authorities can process them completely digitally. In doing so, the federal government is fulfilling a promise made in the Hydrogen Acceleration Act (WassBG) to speed up the processing of applications for hydrogen infrastructure approvals through digitalisation.
The new solution is based on an administrative agreement between the BMDS and the Hanseatic City of Hamburg. Hamburg is providing the platform, which can be used nationwide, enabling end-to-end digitised procedure management including AI support.
Technologically, the application is based on the proven OZG-EfA solution “Citizen Participation and Information (DiPlanning)” which is already established in six federal states for urban land-use planning and regional planning. End-to-end digital process chains are expected to significantly speed up approval procedures in the future.
The go-live marks a central milestone on the road to a nationally applicable digital approval system. The project was initiated by the Federal Ministry for Economic Affairs and Energy and financed by the Climate and Transformation Fund.
The BMDS and Hamburg plan to continue their cooperation in 2026. The focus will be on the integration of an AI component developed by the federal government, the use of which is also expected to benefit municipalities in the future.
